The Tooele County Building Permit Guide (Who Issues What)

We get the same question on almost every first visit. Someone points at the basement stairs or the back of the house and asks, "Do I really need a permit for this?" The answer is yes, and the second question is always, "Okay, so who do I even call?" That part trips up more Tooele Valley homeowners than the permit itself, because the answer depends on where you live.
Who Issues Your Permit Depends on Your Address
Tooele County is not one office pulling every permit. It is a mix of the county and a handful of cities that run their own building departments. Get this wrong and your paperwork sits on the wrong desk for two weeks.
Here is the short version we give people at the kitchen table:
- If you live in the unincorporated county, out on acreage, or in a spot with no city government, you go through the Tooele County Building Department.
- Stansbury Park is unincorporated, so those permits also run through the Tooele County Building Department, not a city hall.
- Grantsville City issues its own permits through Grantsville City, not the county.
- Erda started issuing its own city permits after it incorporated, so Erda projects go through Erda City now, not the county office they used to use.
- Tooele City and Stockton run their own permitting as well.
None of this is a problem once you know it. It is only a problem when you assume every project in the valley goes to the same window. It does not.
What a Permit Actually Covers
A building permit is not one thing. It usually bundles several trades under one job. On a basement finish, for example, you are pulling for framing, electrical, plumbing, and mechanical all at once. Any time you touch structure, run a new circuit, add a gas line, move a drain, or change the heating and cooling, that work needs to be permitted and inspected.
Painting, flooring, trim, and swapping a light fixture on an existing circuit do not need a permit. The rule of thumb we use: if it is behind the drywall or feeds power, gas, or water, it gets permitted. If it is cosmetic and stays on the surface, it usually does not.
The Inspections You Will Hit
Inspections happen at the points where work is about to get covered up. The inspector needs to see it before the drywall goes on, because after that nobody can prove it was done right. On a typical Tooele County basement, the sequence looks like this:
Footing and foundation, if you are digging
Only on additions, walk-outs, or new egress wells that need a poured footing. Most interior basement finishes skip this one.
Rough-in inspection
Framing, electrical, plumbing, and mechanical all get checked while the walls are still open. This is the big one. Everything has to be exposed and complete before you call it in.
Insulation
The inspector confirms your insulation and vapor barrier meet Utah code before the walls close. This matters more here than most people think, given our winters.
Final inspection
Once everything passes and the space is finished, the final sign-off makes the project legal and closes the permit.
Every office wants at least one working day of notice to schedule, and the work has to be ready when the inspector shows up. If it is not, you eat a reinspection fee and lose days.

A Note on Fees and Timing
Permit fees are based on the size and value of your project, and Tooele County updated its impact fees at the end of 2024, so any number you read on an old forum post is probably stale. Timing comes down to one thing more than any other: how complete your submission is. A clean, thorough application moves fast. A vague one gets kicked back and adds weeks. That is the single biggest reason we are careful on the front end.
